How the estimate works
The receipt date is excluded. The count begins the next date and includes 15 Monday–Friday dates, excluding reviewed Federal holiday observances. It does not calculate filing hours, add mailing days, or extend time for a conference or closure. Late-day receipt is not moved to the next day.
Calendar coverage: January 1, 2026–December 31, 2027. Every date in the interval must be covered. Newly declared holidays or other exceptional events may require separate verification.

Fictional example: EX-I01 references existing records EX-E01 and EX-E02. EX-I02 references missing record EX-E03. The handoff names both items and the missing record, assigns an internal coordinator, and leaves acknowledgment blank until the recipient confirms receipt. This illustrates organization only.
